"An Act establishing the defined contribution                                 
retirement plan for public employees; requiring the                            
preparation of certain actuarial valuations and                                
actuarial and financial experience analyses of the                             
teachers' retirement system; requiring the teachers'                           
retirement system and the public employees'                                    
retirement system to be fully funded before granting                           
a post retirement pension adjustment; and providing
